The Project Engineer leads the development of the scope of work, the detailed engineering specifications, and the engineering plans in order to meet the project schedules, for major remanufacturing programs.
This person is the main interface contact between VIA technical services and suppliers He is accountable for establishing design, reviewing schedules, ensuring technical specification requirements are met, and for assessing the impact of changes and actions required.
-Define and Lead the development of the scope of work in conjunction with the Senior Manager, Rolling Stock., the engineering resources and other user groups for multiple major projects.
-Lead the development of the engineering plans and schedules for a specific project.
-Develops the work breakdown structures; defines the engineering work packages, and assesses the resource requirements with Senior Manager, Rolling Stock;
-Monitors engineering schedules and progress of both internal resources and contractors’ engineering to ensure compliance with the project schedules;
-Performs the technical tender compliance and qualifications assessment using the engineering resources as required and makes technical award recommendations.
-Organizes and participates in design reviews with contractors, consultants and with VIA’s technical specialists to ensure project requirements are met, and to ensure compliance with specifications, regulations and quality standards;
-Follow-up the engineering work on site at the contractor facility on a regular basis;
-Assesses technical and schedule impact of changes or problems and informs the Project Manager;
-Monitors and challenges the contractors’ and consultants’ engineering approach, progress, and budgets and proposes corrective measures to the Project Manager and to the Senior Manager, Rolling Stock.
-Reviews and coordinates the contractor’s and VIA’s testing and commissioning plans and advises the Project Manager on final specification compliance before delivery acceptance.
-Bachelor`s degree in Engineering with a minimum minimum of 10 years of pertinent experience (with at least 5 year in project engineering);
-Certified engineer member of l’Ordre des ingénieurs du Québec;
-On site experience with manufacturing facilities dealing with suppliers or sub-contractors;
-Ease and ability in communication with colleagues/specialists in mechanical, electrical and industrial design area;
-Fully competent using Microsoft Office suite and MS project software.
-Railway or heavy transportation equipment experience;
-Knowledge of CAD software (AutoCad), Solid Works;
-Knowledge of engineering of components and systems, (mechanical & electro-mechanical) analyzing technical problems, developing solutions, implementing technology and preparing specifications in an industrial setting.
-Ability to work autonomously and lead a team, when required;
-Ability to analyze complex situations, negotiate with suppliers to achieve best solution;
-Strong communication and writing skills. French and English;
-Ability to work in a team and to collaborate with others.;
-Strong organizational skills;
-Dynamic and motivated individual.
