Description:
Reporting to the Senior Manager, Procurement, the Senior Procurement Officer is responsible for monitoring and helping with the development and implementation of procurement strategies, plans, and programs for the files assigned to him/her which are mostly of an IT nature. The chosen candidate will work in collaboration with the relevant stakeholders to reduce risks and optimize VIA Rail’s opportunities for procurement projects. This person will act as an advisor and will ensure liaison with other services, external organizations and government agencies on the assigned procurement files. He/she will apply best practices, experience, and knowledge to improve the product and service offerings.

- Build a strong relationship with the stakeholders and understands their requirements.
- Prepares and publishes call for tender documentation for IT related professional services, hardware, software, or other initiatives assigned to him/her, ensuring that all of the requirements are clearly defined.
- Assesses the offers and negotiates agreements in order to put the best contract conditions into place.
- Evaluate risks, propose mitigation plan and work with Legal to draft contract.
- Plans, develops, and implements procurement strategies in cooperation with relevant stakeholders for complex projects and purchases.

- Researches and identifies approaches for the purchase of IT products. Coordinates contract renewals, amendments and cancellations, as well as the preparation of purchase orders for goods and services that are assigned to him/her.
- Have an in-depth understanding of the commodity and find opportunities/leverage.
- Develop knowledge of IT market and trends.

- Communicates procurement strategies, deadlines and plans. Reports on general needs and urgent situations.
- Establishes schedules, priorities, and action plans in order to provide for timely completion and solutions.

- Gathers, consolidates, interprets, and presents analysis results to support decision making, the execution of annual budgets, and negotiations. Integrates this information with the organization’s strategy.
- Solves complex problems, identifies potential risks related to projects and identifies potential threats related to the supplier market and proposes solutions for improvement.
- Identifies priorities to ensure goals are reached.

- Acts as an advisor in running special projects, while adequately representing the Procurement department.
- Assists in producing position reports that need to be submitted to the board of directors, as well as responses to actions plans from internal and external audits.
Requirements:

-University degree with seven to ten years experience in preparing tender documents, call for tenders and evaluation grids, as well as in the procurement of goods and services contracts with a minimum of 4 years of experience specialized in the in the preparation of tenders of global IT products.

-Must have experience in preparing call for tenders, in complex negotiations and in data analysis.
-Must have experience in indirect IT procurement and negotiation as well as knowledge of contractual and legal aspects.
-Strong understanding of the IT products and services market and its trends.
-Excellent communication skills (French and English) and interpersonal skills, and a genuine interest in customer satisfaction.
-Professional ethics and integrity.
-Strong ability in negotiation.
-Participation in open discussions on topics of interest for the organization.
-High level of initiative in addition to notable competence in organization, planning, and leadership.
-Ability to support the implementation of significant changes within his/her sector.
-Experience in problem solving, procurement, and supplier management.
-Experience in developing procurement strategies, performing detailed cost analyses, and implementing improvements.
-Ability to work independently while maintaining a collaborative approach with coworkers.
-Excellent knowledge of the Office Suite.
-Experience working in procurement with a fully integrated management system, such as Oracle, is an asset.
